A reason for why people need to get cleared to procreate!

I just watched the news about two kids that disappeared last night and was later found at a mall. Apparently they had told their parents that they were going to the library, but ended up taking the light rail to the mall. The kids were found in different clothes and had been with a friend that they met up with who was caught shoplifting the day of their disappearance. The girl is 9 and the boy looks younger. What right-minded parent would let their child even go to the library by themselves, ESPECIALLY at that age! When interviewed the parents claimed that they don't normally let their kids go by themselves. So what made this time different? That's just a bunch of bullshit! I bet you the parents let them run loose like wild animals, but now that they're put on the spot they don't want to be seen as bad parents but it's too late! Just the fact that these kids lied to their parents and it was all premeditated really reflects on the parenting. These aren't teenagers. These are elementary-aged kids who would normally not be that devious until they get a bit older.

Therefore, I still stand my stance that all human beings who decide to be parents need to apply for a parental license, which includes a psychological test. Once they have been approved they are required to attend parenting classes before conceiving. But, of course, the way our gvt is that will never happen. So, us teachers and other folks will have to deal with the products of bad parenting and bad environments.
